Not exactly.
[ and lance raises a hand to point toward dragonite, who is still lazily munching on his fish while hanging out in mid-air. ]
Do you see the two appendages on top of his head? They can conduct and generate electricity.
[ a fun fact, dragonite are very powerful, you know. ]
His ability to control fire and ice comes from within, so he does "breathe" that, if you want to use that term.
