My gramps is a researcher of these kinds of phenomena, but there's still a lot we don't know about exactly why and how Pokémon evolve, besides observed conditions. And for the most part, the common factor is battling to get stronger. These Magikarp are really aggressive, but they're not a species known for being strong in battle....
