Honest answer? I don’t know.
The last place I was, existing wasn’t guaranteed even if we stuck to the rules. So, if someone vanished, we assumed they just didn’t exist anymore.

In Garden, sometimes people who vanished came back, but they didn’t always remember being in Garden.
