The shouting, fighting, and cheering got Sam's attention pretty quick, and he makes his way to the scene as fast as he can. Gaze flicking between each person present, his hand dives for Dragonite's Pokeball, tossing it and causing Dragonite to appear in the middle of the ruckus; most importantly, between the two men who seem to be the most heated up about this. It spreads its arms wide like a defending basketball player, tilting its head back and giving a restrained roar; loud enough to demand attention, but not so loud as to deafen everyone present.

"That is enough!" His voice joins the cacophony, but only temporarily, like a teacher shouting to be heard over a boisterous classroom. Once he's sure he and Dragonite have everyone's attention, he speaks again, more quietly but with all the confidence and authority of a (possibly, canon is vague) undefeated champion.

"Now, we're all going to stop fighting and shouting, and take some time to take a few deep breaths and calm down. Once you're ready, you can all give your account of what's happening here. One at a time, if you please."

It's a more benevolent mandate than 'I don't care who started it', at least, you have to give him that much. His voice softens slightly, closer to his usual more grandfatherly tone, as he continues:

"Is anyone seriously hurt?"
