He also mentions that there is a power plant underneath the stadium, but that it appears to be completely inaccessible, along with the Vault and every other place of interest in the city. He also believes that this world and everyone in it is the work of a Legendary, or possibly Mythical Pokémon - either that, or they're all dead!
